Who Collects the Earned Income Tax?

Local tax administrators collect the EIT. Every municipality or school district that imposes the tax must be registered in the Earned Income Tax Register with the Pennsylvania Department of Community and Economic Development. The Register includes the name, address, and telephone number of each jurisdiction’s tax administrator.

Residents of a jurisdiction that imposes the tax will pay the tax directly to the local tax administrator unless the tax has been withheld from payroll. Employers remit the withheld tax to the tax administrator for the jurisdiction where the employer is conducting business.

If the tax has been withheld from an employee who lives in a different jurisdiction, the tax administrator will forward these withheld monies to the tax administrator of the jurisdiction where the employee lives.
