What Additional Resources Are Available?

Both the City of Pittsburgh and the City of Philadelphia have web sites that contain tax information as well as downloadable forms and publications. These are noted in the Exceptions section above.

The Governor’s Center for Local Government Services, which is part of the Pennsylvania Department of Community and Economic Development, maintains an excellent web site (http://www.newpa.com/default.aspx?id=15) and has a number of valuable publications available in Acrobat format. The Governor's Center can be accessed by clicking on the link for Local Government Services in the PDCED web site. In particular, any company doing business in Pennsylvania should obtain a copy of the Pennsylvania Taxation Manual, which contains a copy of Act 511, as well as Act 166. (http://www.newpa.com/default.aspx?id=132)

So dealing with local earned income taxes in Pennsylvania doesn’t have to be like a descent into the maelstrom. Dealing with the multiplicity of jurisdictions in Pennsylvania can be cumbersome and time-consuming, but if employers follow the principles contained in this guide, then employers will be able to successfully bring order to apparent chaos.
